The AARP Publich Policy Institute has released its research report presenting findings from the first detailed analysis of family caregiver assessment tools and processes in use by the states in Medicaid Home and Community Based Services (HCBS) waiver programs. It explains the importance of assessing the needs of family caregivers, and highlights findings from a 50-state survey—describing the family caregiver questions asked in Medicaid HCBS assessment tools, and explaining how those states that assess caregiver needs use the assessment information. The report also highlights “promising practices” in family caregiver assessment in three states, and offers policy recommendations to expand HCBS to strengthen caregiving families. More information about the work can be found here and the full report can be downloaded here.

This research was supported by the John A. Hartford Foundation and the U.S. Administration for Community Living, Administration on Aging. The report stems from a larger initiative, Professional Partners Supporting Family Caregivers, which sought a better understanding of what family caregivers are expected to do and how health care and social service professionals can better support them in their work.
